He's shown so rarely on the new show that I'm not sure how anyone could really have an opinion about him (I mean, besides that his whole organization has evil goals). When I said "except Hordak" I just meant that Hordak doesn't get any kind of background or personal issues to help explain his behavior, as most of the other characters do. But I guess that won't stop people from filling in the blanks in a fanfic mode.
